On 16 February 2019, a delegation from Manipal University, Jaipur, the Republic of India, led by the President of the University Dr. G.K. Prabhu visited Emperor Alexander I St. Petersburg State Transport University.

PGUPS was represented by First Vice Rector and Vice Rector for Research Dr. Tamila Titova, Vice Rector for International Cooperation and Public Relations Evgenii K. Koroviakovskii, the Head of Educational Administration Tatyana P. Satsuk and the Head of the International Relations Department Yuliya V. Strelchenya.

Manipal University is currently planning on creating a degree programme in the field of railway construction and railway transport operations. Universities discussed the possibility of PGUPS faculty and staff participating in the development of the programme at Manipal University. PGUPS and Manipal University agreed to exchange curricula and to sign a cooperation agreement in the near future.
