Graduated from Omsk State Transport University in 1998. Speciality «Automatics, telemechanics and communication on railway transport».

Defended the PhD-degree thesis in 2001, in 2004 obtained the title of Associate professor.

From 2000 to 2007 worked at Omsk State Transport University.

From January 2007 to April 2009 — Head of Educational Institutions Division of Federal Railway Transport Agency.

From April 2009 to February 2010 — Head of Educational Institutions and Legal Support Department of Federal Railway Transport Agency.

From February 2010 to June 2013 — Rector of Omsk State Transport University.

From July 2013  to June 2023 — Rector of Petersburg State Transport University. Married. Has two sons.
