Admission of foreign citizens

Admission aspects for foreign citizens and stateless persons.

(Extracts from the PGUPS Admissions Regulations)

11.1 Foreign citizens and stateless persons have the right to receive higher education at the budget expense in accordance with international agreements of the Russian Federation, federal laws or the education quota for foreign citizens and stateless persons established by the Government of the Russian Federation (hereinafter referred to as the education quota for foreign citizens), as well as at the expense of individuals and legal entities in accordance with contracts on the provision of paid educational services.

11.2 Admission to study within the education quota for foreign citizens is conducted in accordance with the directions of the federal executive body, which is responsible for the development of state policy and regulations in the field of education. Enrolment to study within the education quota for foreign citizens is conducted by a separate decree (or decrees) of the organization.

11.3 Foreign citizens and stateless persons who are compatriots, living abroad, have the right to receive higher education on equal terms with the citizens of the Russian Federation, in compliance with the requirements provided by the article 17 of Federal Law of 24 May 1999 No. 99-ФЗ «On State policy of the Russian Federation regarding compatriots living abroad» (hereinafter Federal Law No. 99-ФЗ).

11.4 Compatriots living abroad and who are not citizens of the Russian Federation shall not be subject to the special rights upon admission to study under Bachelor’s and Specialist’s degree programs provided in accordance with Federal Law №. 273-ФЗ, unless otherwise is stated by an international agreements of the Russian Federation.

11.5 When foreign citizens and stateless persons are admitted to study under Bachelor’s and Specialist’s degree programs by contracts on the provision of paid educational services, the same general education entrance tests as for the citizens of the Russian Federation are established.

11.6 When submitting admissions documents, a foreign citizen or a stateless person shall indicate in the application form details of the identity document, or the document proving the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law of 25 July 2002 No. 115-ФЗ, «On Legal Status of Foreign Citizens in the Russian Federation» (hereinafter referred to as an identity document of a foreign citizen), and present an original or a copy of an identity or citizenship document, or an identity document of a foreigner citizen.

11.7 When enrolling for studies in accordance with Article 17 of the Federal Law No. 99-ФЗ, a compatriot shall submit, in addition to the documents specified in the Admissions Regulations, originals or copies of the documents referred to in Article 17 of the Federal Law No. 99-ФЗ.

11.8 Foreign citizens who enroll for studies on the basis of international agreements, in addition to the documents specified in paragraph 3.9 of the Admissions Regulations, shall submit documents confirming that they are the persons specified in the relevant international agreements.

11.9 The admission of foreign citizens and stateless persons to study under educational programs containing classified information shall be conducted only within the limits of the education quota for foreign citizens in compliance with the requirements stated by the Laws of the Russian Federation regarding classified information.
